Department Descriptions
Administration – The office of administration provides overall direction and oversight to both the Board’s daily operations as well as to the Board’s broader, systemic responsibilities to improving the quality of life for the residents of Cuyahoga County. The office facilitates collaborative system-level efforts with other county and state departments, including mental health, criminal justice, and child welfare, among others, and advocates both locally and at state-level for funding and legislative actions. Through the implementation of both the biennial Community Plan and the Five-Year Strategic Plan, the office provides strategic direction for the Board, promoting the mission and reaching for the vision. The office is also responsible for federal grant seeking and the administration of federally funded projects. The Executive Director is accountable to the Board of Trustees.
Administrative Services – The Administrative Services Department provides support services to the Board staff and trustees by preparing written materials, copying, distributing and mailing. Human resources as well as contract management functions are also included in this department.
Fiscal – Annual programmatic audits of each provider agency ensures adherence to acceptable standards and sound business practices. Each provider agency also is required to submit an annual financial audit report produced by a certified public accountant. Financial and programmatic reporting systems provide complete data about the services provided, individuals served and the cost of those services. In this way, the Board maintains the highest level of accountability and ensures quality care for everyone.
Information Technology – The Information Technology Department is responsible for the internal and external computer operations for the ADASBCC. This includes managing the ADASBCC internal network, the ADASBCC Secure web site, and the connectivity points with the State of Ohio Department of Mental Health in conjunction with the Multi-Agency Community Services Information System (MACSIS) project.
Program Services – The Program Services Unit is responsible for monitoring alcohol and other drug prevention and treatment services within the ADASBCC system to assess the degree of compliance with all federal, state and local requirements as set forth in the Ohio Revised Code. Participates in the Board’s annual allocations process and reviews all proposals for funding. Additionally, the department provides oversight of new initiatives; special projects and state set aside programs. Technical assistance and program support is offered through one-on-one program evaluation in the form of site visits, program review, and policy and procedure review. The department is also central in developing and participating in ad hoc committees and work groups, to provide data and document the use of best practices. Staff is also responsible for the development of new initiatives planning programs designed to address the needs of underserved populations. The department helps implement the Board’s Community and Strategic Plans by participating in countywide initiatives and system collaboration and represents the Board on committees to articulate Board needs and capabilities, plan new initiatives. Also assists in developing additional revenue for the expansion of alcohol and other drug addiction services through the development of federal and local grants. Assists the Board in program implementation by developing key requests for proposals, contracts, and collaborative agreements.
Public Information & Training – The Board’s Public Information efforts work in part to increase the overall awareness of the service provider network and make other resources available to Cuyahoga County residents. The public awareness campaigns like Treatment Works, Recovery Month in September, anti-stigma, and advocacy efforts are all strongly supported. Through its Training Institute, the Board plans and coordinates approximately 100 free training seminars each year. These trainings help meet the educational and specialized development needs of individuals seeking to maintain or obtain their professional credential or expand their knowledge and expertise about alcohol, tobacco, and other drug (ATOD) related issues.
Quality Improvement – The Quality Improvement Department uses a planned, systematic, organization-wide approach to the monitoring, analysis, and improvement of organizational performance, thereby continually improving the quality of client care and services. The department oversees the performance measurement system, client outcomes, quality improvement initiatives, compliance reviews, organizational analyses, data analysis, utilization management, and state and local reporting for QI mandates. Additionally, the Board strives to systematically manage the improvement of its organization as well as the provider agencies through the ongoing participation of all employees, staff, and clients in problem-solving efforts across functional and hierarchal boundaries.
